In his first week in office, U.S. President Donald Trump ordered a 90–day freeze on U.S. foreign aid to review whether the distribution aligned with his foreign policy. Ukraine was among the many countries receiving the aid distributed through the U.

The Trump administration’s orders have sent a chill through humanitarian organizations in Ukraine, which depend heavily on such assistance.

Allies are struggling to save part of their security funding from the 90-day freeze ordered by President Trump, who also paused federal grants and loans inside the U.S.

The extent of the impacts of the Trump administration’s sudden 90-day freeze of almost all foreign aid is still unclear almost a week on, as officials and aid workers overseas try to make sense of which activities must be suspended.

It’s not completely clear on what the directive means for U.S. aid to Ukraine, though it reportedly included waivers for Israel and Egypt.

Ukrainian President Volodymyr Zelenskyy said Saturday the U.S. has not stopped military aid to Ukraine after newly sworn-in U.S. Secretary of State Marco Rubio announced he would pause foreign aid grants for 90 days. Zelenskyy did not clarify whether humanitarian aid had been paused. Ukraine relies on the U.S. for 40% of its military needs.
